Originally created as the Rape Treatment Consortium in 1995, the FHP's initial task was to review model sexual assault examiner (SAE), also known as Sexual Assault Forensic Examiner (SAFE), programs throughout the country, and to create best practice standards that fit the realities of New York City. Advances in the collection of forensic evidence and the existence ofDNA databases have made the hospital the locus of medical and criminaljustice collaboration. As a result of these technological advances, theneed to work in coordination with the criminal justice system hasbecome paramount.
