Rohypnol
Illicit use of Rohypnol began in the 1970s in Europe and appeared in the United States in the early 1990s. Much of the concern surrounding Rohypnol is its abuse as a "date rape" drug. Rohypnol is a tasteless and odorless drug and, until recent manufacturer efforts, dissolved clear in liquid, which masked its presence. Drug-facilitated rape can be defined as sexual assault made easier by the offender’s use of an "anesthesia" type drug that can render the victim physically incapacitated or helpless and unable to give consent to sexual activity. Whether the victim is unwittingly administered the drug or willingly ingests it for recreational use is irrelevant. The person is victimized because of an inability to consciously consent to sexual acts.

Newsletter: July 2003: Alliance NewsShirley Ceballos leaves the Alliance. This past March the Alliance said goodbye to Shirley, who had been working at the Alliance for three years. Shirley began volunteering for the Alliance in 2000, and was soon hired as our first Administrative Assistant. She kept the office running smoothly, and supported our entire staff with seemingly endless energy and caring. We miss her and wish her success in all her future endeavors!Dr. Oriana Linares and Larry Busching join the Alliance Board of Directors. The Alliance’s staff joins our Board of Directors in welcoming its new members. Dr. Linares is Assistant Professor of Psychiatry at the New York University School of Medicine’s Child Study Center, and has published in the areas of domestic violence and rape and the influence of these traumatic events in the lives of families. Dr. Linares served on the Advisory Board for the Institutional Review Board of the Administration of Children Services of New York City (ACS). Mr. Bushing is the Chief of the Family Violence and Child Abuse Bureau at the New York County District Attorney’s Office, where he has prosecuted sex offenses within and outside of domestic violence relationships. Mr. Busching serves on the Mayor’s Child Abuse Task Force and co-chairs the New York State District Attorney’s Association’s Legislative Subcommittee on Sexual Assault and Family Violence. Board member Richard Glover publishes new book. Richard Glover, CEO of School Safety Professionals, recently published the extensively updated and expanded second edition of School Safety Management: Practical Approaches, Current Theories, and Standards. Mr. Glover coauthored the book with Hank Murphy, COO of School Safety Professionals. The manual is available in the Alliance’s library. The Alliance is happy to announce that Ms. Hadfield, a Ph.D. student at CUNY and the John Jay College of Criminal Justice, was hired as our Research Coordinator in January 2003. Ms. Hadfield has already successfully completed a data collection project, and presented her findings at the Criminal Justice Collaboration conference sponsored by the Alliance this past April. The Alliance applauds the City Council for passing by overwhelming majority legislation that will increase survivors' access to emergency contraception. The Alliance thanks all the partners involved in making this legislation a reality, including Council Members Quinn, Moskowitz and Gioia, who were instrumental in spearheading the legislation, and the organizations that advised and supported the creation of the new law, including Planned Parenthood of NYC, NARAL, the NYCLU and others. Harriet Lessel, Executive Director of the Alliance receives award. Tamar Speaks! Chapter II Inc. awarded Ms. Lessel with a Certification of Appreciation for Outstanding and Dedicated Services to Victims/Survivors of Sexual Assault. The award was presented by Valerie Andrews, CEO of the organization, at a lovely gospel brunch on Saturday May 3rd in Brooklyn.
